I've tried a multitude of hdmi cables, connecting directly to the tv, making sure enhanced hdmi is enabled, and double checking that I'm in the eArc port, but the 4k 60 rec2020 option just doesn't show up in display modes. I can get 4k 60 rec709 or 4k 30 rec2020.
